Could it be there's a "too good to be true" effect, i.e. prospective customers want more hard facts before they believe in the POET technology? If yes, the following time scale might be plausible:

Completion of ring oscillator (electrical device) and VCSEL (optical device) – Q1
Manufacturing of demo chips – Q2
Prospective customers investigating the chips, making measurements etc. – Q2
Pondering, negotiating, etc., etc. – Q3
Contracts & NRE – Q3/Q4
