That's a good question! Considering the POET White Paper and other sources, you'll find out that traditional VCSEL laser drivers are CMOS devices: "The [traditional] VCSEL solution is a hybrid assembly of 4 IC's including a discrete 850nm VCSEL, a Si CMOS or SiGe BiCMOS laser driver IC, a discrete GaAs pin detector and a Si receiver IC consisting of a TIA, limiting amplifiers and an output amplifier."
However, the POET VCSEL transceiver breaks with traditional concepts and instead is based on POET's Digital Opto-Electronic Switch (DOES). The White Paper doesn't go into technical details on the DOES. But since it describes the DOES as a digital device I think it is CMOS. So I tend to answer your question with yes.
