Well, no. The share price reflects risk perception. The perceived risk might agree with the real risk, but it might be also way off.
Oh, and of course the share price also reflects emotions, expectations, financial plight etc. etc.
Bottom line: Don't deduct the fundamentals from the share price! Rather use the fundamentals to deduct where the share price should be, compare to the actual share price, then decide what to do!
