Message: Significance of the Term "Partner"?

Has anyone picked up on the potential significance of the term "partner" (Wavetek and Epiworks) in the latest news releases? This makes me wonder if there is a lot more to this than just POET paying Wavetek and Epiworks for services. POET did not use the term "partner" with reference to BAE, or Anadigics, which I assume is just related to POET paying them for services. Terminology used in the news releases (bold is mine):

January 27 NR: "POET Partners With Wavetek, Cites Promising Initial Results"

January 12 NR: "This partnership is POET's latest advance in its lab-to-fab commercialization initiative in calendar 2016. Utilizing high-performance, manufacturable epi-wafer technology is a key to this initiative, and we are happy to be working with EpiWorks for MOCVD-based development and production"

August 24 NR (no mention of partnership): "POET Technologies Enters into a VCSEL Manufacturing Services Agreement with ANADIGICS"

March 30 NR (no mention of partnership): "POET Technologies Announces the Signing of a Collaboration Agreement with BAE Systems and Corporate Updates"

Who knows, maybe thinking too much? Maybe just different terminology used by a different IR company? I guess time will tell.
