I don't love conspiracy theories, but that said, I have no illusions as to what people are capable of when money is involved. I'm guessing "pay off". If it looks like a duck that wants in at 50 cents, walks like a duck that wants in at 50 cents, and quacks like a duck that wants in at 50 cents.... you know the rest.
