Not sure that anyone here is in any position to make that determination. We just don't have sufficient information to make those judgments and to assume otherwise simply leads to our normal "SoT" (speculation of things) which spawns an endless string of discussion that never solves anything.

Let's just hope and trust that this tender leads to an opportunity that gives the market something to recognize.
