I am sure that even accounting rules, publicity and investor rights can be neglected when a mighty force asks for secrecy. But!!! This would only work if the state asking for such secete measurements would be in the same legal environment as the copany with its accounting/taxation. 

Here with ISRO we have India, Singapore, US and Canada involved. No way to hide. Same is valid if the partner asking for secrecy would be a private entity (apple...). Somewhere in the accounting we would spot such gains or expenditures. A small company like POET can not hide that! (compared to the big guys like Lockeed. Did someone see the invoices for hangar rental in Groom Lake?)
