I am sorry but that make no sense to issue shares to a worker in the hope that the worker will buy more shares prior to  the dissimination of good news. The last thing a company wants to do is issue more shares and dilute the pot, every dilution is the equivalent to a nail in the coffin. Or another way of putting it is incuring more more debt for no reason.
