In the very simplest of terms, Palomar are assembly and packaging people.

PoET has the recipe, Silterra bakes the cake from the recipe (wafer & die) and these people (Palomar) decorate it (die, wire and wedge bonding) and put it in the box (encapsulation)

Production flow-through utilizing partners.
