the company only comments on "signed" contracts.

Here’s my problem/thoughts on that. It always seemed an odd statement to me. I took from that, that they were almost hinting at something without saying it. They only comment on signed contracts.....! doesn’t mean they didn’t paticipate in the tender or that they even lost it. Merely nothing had yet come of it and nothing had been signed. Surely if they were not part of it, then just come out and say so.

POETEER- Hey Suresh what about the Indian tender?

SURESH - Never submitted a bid, don’t waste your time thinking about it.

POETEER - Oh that clears that up then, thanks very much.

Simple and straightforward. Instead a rather vague and ambiguous comment, to my ears anyway.
