The "widget" is another matter. The company has clearly stated the parts of the widget are ready to go, but they still have to assemble in quantity and qualify the widget itself.

After all this time, and as careful as they have been, I think it isn't reaching to assume POET has been able to determine (probably from trial production runs) that achieving high yields in quantity won't be a problem. I think it's also a fair assumption that the DL buyer believes this as well.
