I think the consolidation ratio that was approved was up to 14 to 1.  Feel free to correct me.

I'd be okay with whatever it takes to reduce the float to 30 million shares outstanding.  As long as, once on the Nasdaq, Poet has institutional investors acquiring enough shares to help mitigate against future shorting.  Clearly, the market does not believe ptk has this type of support.
