My take on this was the NA Tier 1 was not dead but no loger given top priority over other possible developements. The laser wasn't able to meet spec at the time but from what I remember had been rectified. 

I do remember Suresh saying several years ago they were going to expedite the 400g for the Tier 1 and put the 100g/200g aside. In hindsight I wish Poet would have just went with progress on the 100g /200g first since this is where we are starting production. We may have lost lots of valuable time
