That may well be the question.

Pre opening or post closing announcements get buried in the numerous administrative releases such as SEDAR subjects.

A "Halt at company request due to pending news" seems to garner more attention. After that it is up to "Mr Market" to interpret the nature of the release and how/if it should impact the pre-annoucement share price.
