To initiate the regulatory approval process, Baffinland intends to submit applications and a formal project description prior to the end of 2007. The submission of applications is expected to lead to the submission of a comprehensive Environmental Impact Statement (“EIS”) in the latter half of 2008"

Did they actually do this by the end of 2007?

For me it is unclear if the railroad and port facilities already are started, done or not? I know they succesfully did a shipment not too long ago
