As crazy as it may seem: “No, you are not reading too much into this”. I share your observation that words have exact meanings, and I did not write “seem” without thinking about it first.
I wrote “seem” from the simple fact that we have never been down this road before and we do not know what we do not know, correct? I wrote that all impediments have been removed because it is what I think, what we have been told, and what makes sense based on my understanding.
So, are you reading to much into this? Yes, and no. “Seem” was written intentionally, but not because we think there is a possibility of something going amiss…just that we do not have the background to have absolutely no doubt.
