I would imagine that the plasma torches had to be proven to work first. Some of these furnaces cost 10s of millions of dollars to build, if not 100s. The fact that Pyro has successfully retrofitted into an existing iron ore pelletization plant or plants is great since it proves that it works.

There are contractors that build turnkey furnace plants and their clients can't experiment on such massive investments. Over time, I would expect plasma torches to be implemented in newly designed builds as the technology proves itself.
