They use either a laser or in the case of Arcam 3D printers, an electron beam to melt the powders into solid structures. It's really a fascinating process. You can find video of these machines working. They lay a layer down the laser melts the pattern, that layer drops down, they lay another layer down and the laser melts again. They build the part from the bottom up.
