Another thing worth noting is that this is not a request for proposal, which means it's not a 'tender' where multiple companies bid for a contract. 

It's a request for a cost estimate, i.e. the client is planning the installation of 36 torches and is figuring out the financing arrangements. Which also points to PYR being the sole contender, which makes sense because they own the IP.

Also worth noting is that the client did not ask for the cost of 1 torch and then say to himself "Oh I'll just multiply that amount by 36 and get the total cost". Not only does this point to the client wanting a discount for a large order, it also shows that the client is fairly committed.
