I think it's the exchange that determines when options open up but there are requirements the company has to meet as well. But maybe the company inquiring about them also pushes the exchange to get the wheels turning. Not sure.

Last I checked I think PYR met them all for Nasdaq. No clue what MX Montreal exchange requires. It's less liquid though.
