:-) That puzzled me too, but I suspect it means they've added another multi billion dollar company to their stable, i.e. Tata Steel, in addition to the billion dollar aluminium manufacturers and other iron ore concentrators.

The confusing word is "also", but I think it has to be taken in conjunction with "happy" and not with "billion dollar company".

:-) but I wouldn't mind being wrong.
