The EU country's governments are moving faster on finding new ways of lowering and elimiating GHG emisions. From taxes to having manufactures list how their products were produced and awarding contracts based on the carbon footprint. When this happens in places like the US steelmakers will be forced to switch from being the cheapest to being the greenest when bidding on infrastructure contracts like bridges.
