"Trust but verify"

If one shareholder in HPQ is driving the selling HPQ shares by selling HPQ shares, and if, just guessing for the sake of a hypothetical, at the same time, the major owner of PYR shares is selling their personal residence (and noting that PYR holds a large amount of HPQ shares), is it fair to discuss whether this is raising cash, or judgment-proofing?
