Hey guys. I tried to find this and finally did after a bit of time here. This is the conclusion part of Talismans memoir to the BAPE. These guys have been active there since the beginning so it show huge levels of committment from them. All their talk about "is it commercial" is imo just a way to keep the power in their favor...and I can't blame them.

This memoir was in french, but 86 pages long! Here is the conclusion part of it translated using google. I said before, the regulatory framework for them is absolutely huge in moving forward. I know that once this does come into place it will be key for them to move forward and announce new drilling etc. Remember we don't know what they are thinking because QEC is at their mercy most the time. They've sped things up before and they probably might again. I like their talks on royalty regime and needing the gov't to make it so that it attracts invesment...I think if the gov't knows they need to give them a break for the first few years or more so that the pace doesn't slow down.

reflecting the common goals of safety, environmental protection and
economic development.
5. Finally, the development of shale gas should be an approach
integrated regulation. There should be a regulator of the industry
centralized with a sufficient and strong technical skills, to be financed
by industry contributions and eliminate the possible overlap between
MRNF skills and MDDEP.
A coordinated regulatory framework, such as those in British Columbia and
Pennsylvania, would centralize the knowledge of petroleum engineering and
Environmental science industry specific oversight necessary to ensure
ordinate regulatory activities of the industry throughout the lifecycle of a project.
Based on its experience in other jurisdictions, Talisman believes that the
centralization of regulation is essential to ensure efficiency and effectiveness of
regulation and is an essential tool in developing a sustainable industry.
In the long term, a Quebec commission of oil and gas, along the lines of the Oil and Gas
Commission of British Columbia, should be established.
