Message: Talisman BAPE

Hey guys. I tried to find this and finally did after a bit of time here. This is the conclusion part of Talismans memoir to the BAPE. These guys have been active there since the beginning so it show huge levels of committment from them. All their talk about "is it commercial" is imo just a way to keep the power in their favor...and I can't blame them.

This memoir was in french, but 86 pages long! Here is the conclusion part of it translated using google. I said before, the regulatory framework for them is absolutely huge in moving forward. I know that once this does come into place it will be key for them to move forward and announce new drilling etc. Remember we don't know what they are thinking because QEC is at their mercy most the time. They've sped things up before and they probably might again. I like their talks on royalty regime and needing the gov't to make it so that it attracts invesment...I think if the gov't knows they need to give them a break for the first few years or more so that the pace doesn't slow down.

Anyway, here it is:

environmental, social and economic. Talisman believes that shale industry
gas-bearing well regulated and sustainable will be beneficial to both Quebecers and
the natural gas industry.
The technical information contained in this document that have been provided by
elsewhere in the hearings of the BAPE show that:
 activities in connection with the extraction of natural gas and techniques
specific to the exploitation of shale extraction (hydraulic fracturing and drilling
horizontal) are well understood;
 the risks associated with the development of shale gas plays are well known and
can be adequately mitigated through safe practices, to
practices and effective regulation;
 the regulatory regime in Quebec suitable current level of activity,
protects the environment and has enabled Quebec to obtain
useful information on its hydrocarbon potential so far. It is possible
exploit shale gas in a sustainable manner under the regulatory
present throughout the process of improving the regulatory framework, which makes
unjustified suspension of activities;
 shale gas offers significant economic opportunities for Quebec and
Quebec.
While shale gas industry is on track to exceed the pilot phase, the need
extend the scope of regulation is becoming more and more. Talisman supports the idea
improve the regulatory framework Quebec to establish a process
Regulatory solid, timely and transparent. Therefore Talisman offers the BAPE
make the following recommendations.
Royalty rates should be established to attract investment and
the stability to allow the establishment of a service sector and the development of other
economic activities related to the natural gas industry.
meaningful consultation in the first hour of stakeholders and municipalities
should be a preliminary step in the development implementation of programs
surveillance and monitoring groups including synergy is a pragmatic approach that
should replace the ratings of the degree of social acceptability.
The current approach to establish a science-based regulation should be
maintained while adopting a "code of practice" which would combine the best practices and

the expertise of the regulator and would be implemented through mechanisms
vigorous verification.
The future regulatory regime must have a flexible framework based on science. This
approach builds on existing practices in other jurisdictions which are operated
shale gas and other regulatory areas in Quebec, and will:
(I) reflects the fact that the industry uses a technology constant
development;
(Ii) promote collaboration between industry and the regulator to
ensure continuous improvement;
(Iii) enable the regulator to respond quickly and
coordinated developments and ensure that the objectives of safety, conservation
resource and environmental protection are respected;
(Iv) accompanied by guidelines taking into account best practices from industry
reflecting the common goals of safety, environmental protection and
economic development.
5. Finally, the development of shale gas should be an approach
integrated regulation. There should be a regulator of the industry
centralized with a sufficient and strong technical skills, to be financed
by industry contributions and eliminate the possible overlap between
MRNF skills and MDDEP.
A coordinated regulatory framework, such as those in British Columbia and
Pennsylvania, would centralize the knowledge of petroleum engineering and
Environmental science industry specific oversight necessary to ensure
ordinate regulatory activities of the industry throughout the lifecycle of a project.
Based on its experience in other jurisdictions, Talisman believes that the
centralization of regulation is essential to ensure efficiency and effectiveness of
regulation and is an essential tool in developing a sustainable industry.
In the long term, a Quebec commission of oil and gas, along the lines of the Oil and Gas
Commission of British Columbia, should be established.
