It says when you translate, late paragraph: Drilling has to be done in order for the strategic review to be done, they go hand in hand. This is a hands on study of real fracing horizontals that will be done during full stage commercial phase. If they wanted to just study other reports, they could have. They already did that and found no evidence on over 1M wells fraced...well very few with problems. Instead of taking that information, they're doing this which is fine...it will ease their minds.
"The pilot wells will be allowed while the government conducts its strategic review and we will drill and" fracke "Our pilot program while the evaluation is in progress," it says.
Also:
Questerre Energy's schedule for the commercial development of shale gas production in Quebec is in line with the BAPE report its recommendation to spend more time evaluating the environmental impacts of hydraulic "fracking."
