When the regulators (assuming that is done by the politicians in Quebec, as in the rest of the world) say drilling and fracing of test-wells can continue, I believe them, rather then someone who's only concern is to sell newspapers or tv-commercials.
The fact that the environmental party (whatever the french name was) and its lobbyist are complaining because the politician(s) that will actually make this decision, is not going forward with a moratorium, but instead "decide to push forward with shalegas development". Thats obviously not the expression used by Arcand, no need to piss in his opponents coffee, but it is in fact the expression used by the environmentalists when describing their take on how Arcand has reacted to the BAPE-report.
So instead of rejoicing over a moratorium "DE FACTO", they complain about the industry being allowed to continue their shalegas exploration through fracing. I wonder why...
