N. Normandeau underscores the BAPE report could have recommended a moratorium wich it did not , and the report is all about common sense , ( wich i understand as being in line with the govt. and population previous concern about health and environment )

About localities having their say in the process it means drilling will be done where the local population agree with it after consultation with govt. official and the industry .

Over the next few weeks some rules will be established to scrutinise the industry more closely Then an expert commitee will be put to work for the environmental evaluation wich should start by June or July .

Out of the 31 wells , the 18 already fractured will be used for studying purpose and won't be refractured , the 13 others might receive permitting for the environmental scientificstudy purpose .

My

understanding is fraking will go on and be used for scientific evaluation . IMO the industry will proceed under the cover of scientificaly evaluating the resource and process untill the govt. has sufficient information in order to allow development .

All fracking will require permits and that process might be slower to come and more restrictive and expensive untill studies are over . Royalties will be reevaluated in the meantime , and a new law will also be passed regarding mining . Another one will also be passed regarding hydrocarbons comparable to other countries or provinces especialy BC and Alberta . Royalties will reviewed and might be inspired from what goes on in BC and Alberta .New exploration permits might follow an auction process similar to what goes on in BC although all ready given permits won't be reviewed for judicial reasons .

Both ministers were calculated and carefull in assesing the consequences from the report as this has become a very sensitive matter in the province at a time where the govt. is under scrutiny for various reasons mentioned on this forum previously .

The PQ opposes the govt . openly on this matter , but the ADQ is favorable to the developpement of that industry while reproching the way the govt. managed things .

Although the different journalists tried to interpret the report as a moratorium both ministers avoided that interpretation .

My

conclusion is this will slow down development ( exploration ) for the short term 8-12 months , but should not put an end to it .
