All fracking will require permits and that process might be slower to come and more restrictive and expensive untill studies are over . Royalties will be reevaluated in the meantime , and a new law will also be passed regarding mining . Another one will also be passed regarding hydrocarbons comparable to other countries or provinces especialy BC and Alberta . Royalties will reviewed and might be inspired from what goes on in BC and Alberta .New exploration permits might follow an auction process similar to what goes on in BC although all ready given permits won't be reviewed for judicial reasons .

Both ministers were calculated and carefull in assesing the consequences from the report as this has become a very sensitive matter in the province at a time where the govt. is under scrutiny for various reasons mentioned on this forum previously .

The PQ opposes the govt . openly on this matter , but the ADQ is favorable to the developpement of that industry while reproching the way the govt. managed things .

Although the different journalists tried to interpret the report as a moratorium both ministers avoided that interpretation .
