But ... as a huge beneficiary of transfer payments that shift wealth from 'have' jurisdictions to 'have nots', I question whether Quebec has any incentive to develop resources that will reduce it's grab of federal money. Does it not make a certain amount of sense for Quebec to sit on it's resource as long as possible and loot the treasuries of AB, SK, BC etc while the value of the resource under their feet increases in value? We're talking about an economic basket case that's been on welfare for as long as I remember. What's going to change that? Again, if Utica development ultimately involves exchanging 'free' dollars for sweat equity dollars, what's the incentive? It could be a long sleep partner. The environmental smokescreen can last indefinitely. Possibly. Hope not.
