What the heck is with the "would"!?!?!  When I hear the word "would" I expect a "but" to come afterwards. 

As in:  Will I be getting that raise sir?  Yes, you would be getting it but.....

Is Sarah saying:  Yes, we would release it but we decided we're not doing an SSRA anymore????
