Having read Don's presentation several times, the things that stand out to me are (a) he is talking to more than one BP, and (b) he's confident a deal will be done by the end of the year. Perhaps wishful thinking, but that would fit if he has interested companies competing with each other, and has set himself that deadline to decide on the best offer.

He certainly needs to get going with BoM2 soon.
