Benzinga interview was uploaded to Youtube nearly a month ago (October 22).

Our CEO was undeniably leading investors to the impression that material news regarding dosing and financing was imminent.

From the Benzinga interview, beginning at 56:35: "We're low on funds right now; we have already worked out the solution, and that will be announced probably very shortly."

"Already worked out the solution".  Baffling that he's willing to be so unguarded in speech if these things aren't actually sorted out beforehand.  Price action seems to indicate many do not believe dosing announcement is coming soon (ever?).
