Insiders can trade for sure but they can only do so in open trading windows specified by the company and they also must report any trades to the SEC before making them per the 1934 Trading Act.
They also cannot conduct any inside trading either meaning trading with non-public material information. Else they can go to jail.
We all know on this board that there is a lot of public info on the science side however not very much public information on the business side IMO.
So those are the rules and the constraints and the considerations they would need to make at a very high level of abstraction and to the best of my knowledge.
