I firmly believe (after many years in medical research) that APB is a Ferrari, but it's run out of gas, and none of the pump attendants will fill her up because they know the driver doesn't have a licence.

If someone would toss the driver out, and put in a new one, she'd be off like a rocket.

Why can't the BOD see the light? Or don't they want to?
