I can think of at least one more, which could be part of your #4 (start up of mill)
7) Revenues start flowing in!
This is the most important one, and is the ultimate objective of all the other efforts and steps. We can do all the calculations we want, but those are just abstract numbers to most prospective shareholders- and may in fact be viewed suspiciously since it's hard to believe that a company valued so low has such potential. But it will be hard to argue with hard numbers once revenue starts flowing in. If those numbers are anything like the estimates I've seen here, then the share price should move much higher.
Once revenue starts flowing in, then most of the risk in this stock will be gone. The unprocessed ore laying around alone will more than justify the present share price, and will be enough to fund subsequent steps such as opening up and dewatering the mines, hiring the required mining personnel, and funding a share buyback program. There is enough ore laying around to feed the mill and provide funding for as long as it takes to get the necessary permits, hire people, acquire equipment, and start mining new ore. And I expect to be more than happy with what starts coming out of the mines.
