Ok I hope I am wrong on that. On the Idaho DEQ website it lists who has Cynaide permits in Idaho and mentions one that is proposed (no mention of Diamond Creek). I did contact them and they wrote:
"I am responding to your question about how long it takes to get a cyanidation
permit. Once an application is received the process takes 180 days for the DEQ
Director to approve or disapprove an application. Of course it also takes time
to prepare a high quality application."
