The best way the Toronto government can insure jobs in Ontario is to return to the old energy policy. This will insure a smelter in Northern Ontario. (instead of Maniboba or Quebec)
When the province went to one billing rate Northern Ontario in essence started to subsidized Toronto's electricity. The power in NWO is mostly Hydro .02 a KWH,(Two coal plants one running at 10% TBay the other Atikokan running at 6% capacity) in the south NUKES 1.25 a KWH and coal.
Both levels of government see big tax $$$$$ from the development of this area I hope they take a look at returning to the old energy policy, insuring jobs stay in Northern Ontario.
I know the pulp and paper industry would also cheer.
