You are correct, BUT if I told you over a beer tonight that you could buy all you could manage between now and June 30, and at that point I would be upping the offer to 18 cents and would buy them all back from you, it would also be illegal. But what would you do? Would you write a long letter to the authorities describing the offense and offering to act as a witness against me, or would you go out and mortgage the house and load up?
