Fully agree with you that CLF will cover the penalty.

But, I think CLF will have some difficulties to reach 50%.

Low volume and almost no seller today at 0.16$

And 90% of volume are self-trade this morning :

TD to TD
BMO to BMO
National Bank to National Bank
RBC to RBC
etc
