I would think that you are putting the cart way ahead of the horse here, Bb.
Future development means moving closer to a producing mining operation no matter how you look at it.
Why would anyone opt to not participate? The only reason would be the inability to participate financially. The last I heard, SPQ was nearing total conversion of their warrants, which would take them over the 10 mill figure in the bank. IF things fell apart here and they maintianed the status quo and proceeded with exploration/ development on a partnership basis, there would have to be in excess of 40 mill spent before they had to raise more funds. If there were 40 mill spent on development, this baby of ours would be worth a lot more than the 16.5 cents we are at today, and there would be no problem raising financing at much more attractive rates than now.
The same scenario for KWG except that they are much better off financially. They also control the only feasible right of way for the railroad, compliments of CLF.
Perhaps you are speculating that CLF might throw in the towel and opt for a NSR?
