Given the timing of the sale and the late posting even if Cliffs was the purchaser it would be counted in the 3% or 4% they disclosed earlier. Since the disclosure was for fewer shares I would have to agree with cylinder.

Not a material change of ownership or voting control.

Joe Dwek it should be noted has been a net purchaser in the last month or so.
