Why sell for 18.5 cents ?

What is the main reason or motivation to sell for less than the current offer? The offer isn't likely to be withdrawn in a day or two. The next offer is likely to be higher not lower. Etc, etc, et.....................

Just curious what everyone sees as the main factor in these sales.
