I think there's a misconception about how the voting system works, which may explain some of the recent compaints with regard to ratings.

As I understand, you can only recommend a post by clicking "click to recommend" at the bottom. You can also report the post as a violation.

The star rating at the top is not for the post, but for the user, and you only get to vote once for each user. You can change the star rating vote at any time, by reentering it but this discards your previous star rating.

So if people are using the user star ratings to rate posts, they are continuously overriding their previous user vote - no wonder the system seems a little awry sometimes!
