It's not all the locals, it's the local first nations, and one of the regional boards on their behalf. Beyond that, I don't know the answers. I do know that you face the same challenges mining uranium, and most other metals, anywhere in North America. Just look at the court cases Denison has faced in t he southern U.S.
One thing I know as a northerner is that some of this is just flexing new found muscles. I have a feeling that the real issue here isn't the existence of the mine, but the fact that the local first nations and district government are not paart of the feedback loop/decision making process.
And every company has its' strengths and vulnerabilities.
P.S. I own Uranium Participation corp. I have owned it on and off over the years. Depending on the circumstance, I see it as a better alternative to parking money in short term investments.
