Maybe they are still in the 20th century in Libya or maybe Foley likes it over there or maybe the cow jumped over the moon. You will just have to wait like the rest of us. We dont know for sure exactly what it is that Foley needs. Maybe NOC just likes to talk to Foley face to face.
