I am not even going to try and say I understand how these bidding ceremonies work. Nor am I going to speculate on proper business behaviour in an Arabic country. However if the refinery deal is a done deal as we have been led to believe, why would Foley not be remaining in Libya until after the official announcement. It would seem logical and respectful for him to be in attendance at this ceremony even if he is unsure of the outcome. But then again I don't claim to understand how this works. I can see Foley returning sometime late Sun. from Libya or Mon. but can't see him returning in the next several days.
