...this has it about right...especially regarding the sudden need to check the trading blotters...if it's not a deliberate stall [for which heads should roll]...then somebody dropped the ball bigtime [for which heads should roll].

I'm back to my original premise - MRS hasn't dealt with anything of this magnitude in a long time if ever - tthose responsible are afraid to pull the trigger ...in most bureaucracies you don't lose your job for what you don't do - but you can get nailed to a tree for what you do...
