Hoov posted a while back that Cliffs is not an insider in respect to their holdings of ZEN. They have no seat on the BOD either. They must report buys and sells based on the number of shares they have. Once they sell enough shares and fall below the reporting number, they would not have to post buys or sells on Sedar. I respect Hoov as a very reliable person.
