It's ARCA trying to "short the box" Or Box the trades, or whatever it is.
They put in a bid at .11 for 25,000 shares (most bid sizes appear as 5,000) while putting in a sell and offer 25,000 shares at .15 (again, most mms offering only 5,000 at a time).
They really don't want either order... they don't want to buy, and they can't (don't want to) sell. at the day's range... otherwise they would get closer to the actual trades if they wanted to do either, (at least 'officially') but they DO create an artificial wall or "support" above and below the day's range.
They only appear BTW on the days of lackluster volume. If you look on the days there is activity, they don't play this game... otherwise they might actually have a buyer for those shares they are offering but don't have!
Also, today's true average price per share traded (bought or sold) was .133869 on 172,554 shares, with the largest "price point" being .135. (70,600 shares traded at that price) and 40,600 shares traded at .140.
(there were 850 at .122, 43,600 at .13 and also 16,904 at .125 for the rest of the day's trades)
